Proposals are accepted for European Instrument for Democracy and Human Rights (EIDHR) Non State Actors and Local Authorities in Development (NSA LA) Actions in Partner Countries for Kenya under Europe Aid. The goal of this program is to contribute to the development and consolidation of democracy and the Rule of Law and respect for all human rights and fundamental freedoms within the framework of the Community’s policy on development cooperation and economic, financial and technical cooperation with third countries, consistent with the European Union’s foreign policy as a whole.
Objectives-
Support human rights defenders in the monitoring of and sensitisation on the compliance of national security organs, detention facilities and prisons with the Bill of Rights enshrined in the Constitution of Kenya
Support non-state actors and local authorities for transparent and participatory decision-making at county level in accordance with the Constitution of Kenya
The overall indicative amount made available under this Call for Proposals is € 3,100,000. The initial planned duration of Human Rights and Rule of Law may not be lower than 18 months nor exceed 36 months. And The initial planned duration for Devolution may not be lower than 24 months nor exceed 48 months.
Eligibility & Criteria-
Eligibility for Lot 1 (Human Rights and Rule of Law)-
be legal persons (i.e. having a distinct legal status)
be non-profit making
belong to one of the following bodies and actors as defined per Article 10 of the EIDHR Regulation which can operate in an independent and accountable way: Civil society organisations, including non-governmental organisations including independent political foundations and private sector non-profit agencies, institutions and organisations and networks thereof at local, national, regional and international level
be nationals of the beneficiary country (i.e. Kenya), of a developing country as specified by the OECD/DAC, of an accession or official candidate country as recognised by the European Union, of a Member State of the European Economic Area or of legal persons as regulated by the Financing Instruments (Regulations N° 1889/2006) establishing EIDHR
be directly responsible for the preparation and management of the action with their partners, not acting as an intermediary
Eligibility for Lot 2 (Devolution)-
be legal persons (i.e. having a distinct legal status)
be non-profit making
belong to the non-State, non-profit making actors eligible for financial support as defined per Article 24.2 of Regulation (EC) n°1905/2006 , which can operate in an independent and accountable way (having legal personality) including: NGOs, organisations representing indigenous peoples, organisations representing national and/or ethnic minorities, local traders’ associations and citizens’ groups, cooperatives, trade unions, organisations representing economic and social interests, organisations fighting corruption and fraud and promoting good governance, civil rights organisations and organisations combating discrimination, local organisations (including networks) involved in decentralised regional cooperation and integration, consumer organisations, women’s and youth organisations, teaching, cultural, research and scientific organisations, universities, churches and religious associations and communities, the media and any non-governmental associations and independent foundations, including independent political foundations
be nationals from the targeted country where the action is taking place (Kenya) or from a Member State of the European Union
be directly responsible for the preparation and management of the action with their partners, not acting as an intermediary
