The European & Developing Countries Clinical Trials Partnership (EDCTP) is currently accepting proposals from Sub Saharan Africa to diagnose tools for poverty related diseases. The purpose of this call is to provide funding to projects focusing on validation of the clinical performance and/or implementation of new or improved diagnostic tools and technologies for detection of any of the poverty-related diseases (PRDs) and neglected infectious diseases (NIDs).<br />

Through this programme, the EDCTP aims to accelerate the development of new or improved drugs, vaccines, microbicides and diagnostics against HIV/AIDS, tuberculosis and malaria as well as other poverty-related and neglected infectious diseases in sub-Saharan Africa, with a focus on clinical trials.<br />

The call budget is 15M Euros and the number of grants available is 4 to 8.<br />

All participants in the project must sign a consortium agreement prior to the conclusion of the EDCTP2 grant agreement.<br />
Consortia can be comprised of a minimum of three different legal entities independent of each other. (Two of the legal entities must be established in two different European Participating States of the EDCTP Association and one of the legal entities must be established in a sub-Saharan African country)<br />

The Positive Action for Children Fund (PACF) invites Concept Notes on large and small grants from non-governmental and community-based organizations that can deliver change at a community level. The Fund aims to support global efforts towards Countdown to Zero: The Global Plan Towards the Elimination of New HIV Infections Among Children by 2015 and Keeping their Mothers Alive. It also aims to alleviate the impact of HIV and AIDS on women and children’s health by supporting interventions that engage affected communities, developing their capacity to participate and lead.<br />

Community intervention to keep adolescent and young women HIV negative: targeted primary prevention in community, home and schools to ensure young girls, adolescents and young women who are HIV negative stay negative; with special emphasis through all phases of adolescence.<br />
Early infant diagnosis: using community developed interventions and testing to promote continuing care of infants and young children of HIV+ parents.<br />
Eligibility Criteria<br />

Proposed project must be new, innovative work, not the simple continuation of previously funded activity.<br />
Proposals from the following priority countries are highly encouraged – Nigeria, Democratic Republic of Congo, Uganda, Ethiopia, Cameroon, Mozambique, Zimbabwe, Zambia, Malawi, Angola, Burundi, Chad, Tanzania, Kenya and India.<br />
Smaller Community Based Organizations (CBOs) can apply on behalf of consortia. Larger NGOs are encouraged to name smaller CBO implementing partners.<br />
The application must demonstrate the need in the local community the applicant is proposing to work in.<br />
Proposed projects must be targeted at adolescents up to the age of 19.Those services or projects may reach older age groups, but their primary focus should be 19 and younger.<br />
Project must have an objective that is achievable and measurable within the period of funding requested.<br />
Project must be identifiable as a discrete program of work alongside or within any larger program the organization runs. It should have a name that can be used by the implementer and the funder to describe the project.<br />
Grant request can be made for at most 25% of an organization’s income for the grant request year.<br />
Projects must begin after the decision made in September 2015 and before the end of the year 2015.<br />

The Humanitarian Innovation Fund (HIF) has a Small Grant Facility to provide funding support to organizations and individuals to identify, nurture and share innovative and scalable solutions to the challenges facing effective humanitarian assistance.</div>

The Fund seeks to work towards: enabling and supporting humanitarian innovators to move creative ideas through the innovation process; supporting them in building new partnerships with key actors; enabling the lessons from grant funded projects and from analysis of innovation processes in humanitarian contexts to be disseminated more widely; and strengthening existing relationships between humanitarian agencies, academics and those in the private sector engaged in innovation processes.</div>

Humanitarian Innovation Fund’s (HIF) small grant facility is always open to accepting proposals round the year. However, before applying for this opportunity, it is important to understand what humanitarian assistance is. Unlike any other direct intervention or assistance to the community, the humanitarian assistance involves providing services to the needy community facing or those remaining at the risk of a humanitarian crisis such as natural disaster.</div>

According to the Global Humanitarian Assistance, the humanitarian assistance includes:</div>

Material relief assistance and services (shelter, water, medicines etc.);</div>

However, simply listing the above activities in a proposal and submitting it will not be enough to apply for funding from HIF. It is necessary to ensure that your project is innovative – it should lead to testing of new ideas with the use of modern technologies. It should also involve other partners and stakeholders like the local government agency, research institution, academic organization or a community-based mechanism in your project area which can enhance the sustainability of your efforts. The project should also be scalable – which means its strategy can be replicated elsewhere and its success can be widely disseminated.</div>

The Humanitarian Innovation Fund (HIF) encourages organizations to submit proposals on innovative projects providing humanitarian assistance under its small grant facility. But the term ‘innovative’ can be vague and NGOs may require a better understanding of the term before applying for such funding.</div>

HIF itself defines ‘innovations’ as “dynamic processes which focus on the creation and implementation of new or improved products and services, processes, positions and paradigms. Successful innovations are those that result in improvements in efficiency, effectiveness, quality or social outcomes/impacts.”</div>

We can understand this theoretical definition by going through some of the projects previously funded by HIF.</div>

HIF had recently had announced a challenge on the InnoCentive where it requested problem solvers to provide effective solutions for the disposal of human waste during times of natural disaster. Although digging of temporary latrines is an easy way of disposing human waste, certain land areas can be very soft under natural disaster conditions – so what can be done under such situations? It’s an innovative thought to even find out such a problem and present it. According to Nicolas Kröger, Manager, HIF, it purposefully selected this area for seeking solution under this challenge because it considered the WASH (Water, Sanitation and Hygiene) sector as crucial for communities suffering from natural calamities.</div>

Another innovative project funded by HIF is the Citizen-based DRR system implemented in the Indian Himalayan region where the community is empowered with disaster preparedness and the use of ICT and community-based early warning system and model relief system are integrated.</div>

In Sri Lanka, HIF has funded a project where a new invention called VoiceICT4D has been used for community-based emergency alerting and reporting.</div>

Another innovative project funded by HIF is for the development of a cheap, easy to transport wheelchair that could be used in emergencies such as earthquakes.</div>

After reviewing these projects, it is important for NGOs in developing countries to understand and focus the need for innovation combined with the use of new technologies for winning the grant from HIF. There is an application form, budget templage, CV template and Work Plan template which need to be filled and submitted by email. Interestingly, HIF does not request lengthy proposals at least for the small grants. So NGOs can quickly develop the five page proposal and then enclose the supporting information.</div>

The United States Agency for International Development (USAID) launched the Development Innovation Ventures (DIV) to provide funding of up to $100,000 for new project ideas and again $1 million to $15 million for scaling up of innovative ideas for several years. Interestingly, USAID has opened this opportunity to NGOs from all countries around the world. Even if you are a small NGO based in a developing country or a huge organization leading several projects across different parts of the world, you are eligible to apply and win grants under DIV.<br />

DIV is accepting proposals for projects which offer innovative solutions to problems related to development. As this opportunity seeks to address different kinds of development challenges, you can submit proposals for any sector, whether it is livelihood development, agriculture, climate change, environment, democracy, human rights, peace and conflict etc. The problems or challenges existing in these sectors can be addressed innovatively by NGOs in their project areas and USAID would be more than willing to understand them, review your project ideas and fund them right from the start up. <b>Take your NGO to the next level</b><br />

Before we can explain you how to apply for this funding opportunity, it is important to understand why NGOs should apply for it.<br />

This is a unique grant opportunity because NGOs from all across the world are invited to apply for it. Secondly, you can submit your project ideas in any sector or area of interest. Thirdly, DIV funds new ideas or start-ups (not many donors would do this). Fourthly, there is scope for receiving additional funding from USAID; if your innovative project receives initial success, then you have better chances of getting more funds to replicate the same project in other areas. Lastly, and more importantly, USAID believes that in the coming future, funding for NGOs would be limited and thereby, it is necessary to innovate and implement cost-effective solutions to address development challenges.<br />

<b>How USAID’s Development Innovation Ventures funding works?</b><br />
<br />
Before you can think of applying for funding from USAID’s Development Innovation Ventures (DIV), you need to understand a few finer details. This is because unlike other calls for proposals, this grant has certain unique characteristics evolved from experience and new trends in the development sector.<br />
<br />
DIV has a strong focus on ‘innovation’ and ‘cost-effectiveness.’ This means that the project proposal you are going to submit to USAID under DIV has to provide sufficient information that the idea is unique and innovative and that it ensures that costs in project implementation are saved. The costs attached to the project should be less than what is being currently practiced.<br />
<br />
The very initial funding from USAID will depend upon how innovative and cost-effective your project idea is. USAID says, “These ideas do not have to be technological solutions, but also new business models, new processes, or even novel combinations of tried and true techniques. We look for the solutions potential to scale big, to tens of millions of beneficiaries within ten years.” Let’s not forget that DIV is open to ideas across all sectors of development.<br />
<br />
USAID undertakes rigorous testing of your project idea including its cost-effectiveness by comparing to the current projects. If your project gets qualified, then you are eligible to get the funds. There are three stages of funding:<br />
<br />
<b>STAGE ONE</b> is for projects in the proof of <a href="https://www.blogger.com/blogger.g?blogID=749904190272422411#editor/target=post;postID=7240930814668799703;onPublishedMenu=posts;onClosedMenu=posts;postNum=3;src=postname" target="_blank">concep</a>t phase: DIV will grant these projects up to $100,000 dollars over one year so that grantees can refine prototypes and gather the evidence they need to pull in more investment and grow.<br />
<br />
<b>STAGE TWO</b> is for larger projects, typically to expand across a country. DIV will grant Stage Two projects up to $1 million. In exchange, Stage Two projects will build in rigorous testing to prove if the project is viable at its larger size.<br />
<br />
<b>STAGE THREE</b> is for much larger projects. For grants of up to $15 million over several years, solutions that have already proven to work at a large scale will be expanded much further, and often into multiple countries.<br />
<br />
<b>How to apply for the USAID’s Development Innovation Ventures funding?</b><br />
<br />
The USAID’s Development Innovation Ventures (DIV) has two stages of its application process. All applicants wishing to apply for funding from DIV have to initially submit a Letter of Interest (LOI). The LOI has to be submitted in the prescribed format only.<br />
<br />
In the LOI, you need to submit information related to “the purpose of the project, summarize the project’s goals, and include financial information for the project among other criteria in the LOI.”<br />
<br />
The submitted LOI will undergo review and approval process. If your LOI is selected, then your organization will be invited to submit a full application.<br />

The program is open to seed funding and collaborative projects between organizations in Sweden and in one or more of these regions and countries.<br /><br />Seed funding is available for such purposes as contact visits, exchanges of experts and planning trips.<br /><br />Funding may not be sought for research projects, study trips, school exchanges, commercial contact, volunteer activities, exchanges for children or young people, or participation in conferences/courses (unless the applicant is playing a central role). The Swedish partner must have documented, relevant experience in the field and been registered in Sweden for at least one year.<br /><br />For collaborative grants, the funding applies to initiatives such as creative processes, seminars, workshops, training courses and visits. Tax Deduction at Source<br /><br />NGO will deduct tax at source where applicable as per Government rules.<br /><br />b. Payment for Contractual Services<br /><br />Payment for contractual services is done through cheque disbursements. The schedule of payment depends on the Terms of Reference (TOR) agreed upon by the personnel concerned and NGO. 5.1 Purpose<br /><br />To carry out its activities, NGO needs material resources. The quality of these resources is dependent upon how they are used. Material resources are in large part durable goods, which need to be well-managed to be maintained in good condition. These goods include stationary, tables, chairs, shelves, computers and related accessories. The Fixed Assets Policy will aim for:<br /><br />• precise identification of goods that are part of the asset base;<br />• sensible use of goods;<br />• periodic taking of physical inventory;<br />• effective maintenance of goods;<br />• replenishment of goods when required.<br /><br />5.2 Procedures<br /><br />At NGO, the management of material resources is the responsibility of the __________ staff. 4.1 Purpose<br /><br />The purchase of goods and services is necessary for the smooth operation of the organization. The aim of the internal control system for the supplying of goods and services is to ensure orders are handled by individuals having skills in evaluating what purchases are required from suppliers offering the best deals, to ensure purchases made do not exceed the budget provided and to ensure purchased goods and services conform with the quantity and price specified in the order.<br /><br />4.2 Methodology<br /><br />NGO shall follow certain methods in purchasing goods, equipment and services required for the needs of the organization or its projects. Use of competitive bidding shall be a priority practice. The first criterion in choosing a supplier shall be the lowest bid. However, if a supplier does not provide the required level of service or an adequate guarantee, then other criteria shall also be considered. NGO shall specify in the purchase file the reasons the lowest bid was not chosen.<br /><br />• For purchases under $________, a price survey by telephone of two suppliers will be sufficient for determining the supplier.<br />• For purchases above $________, a quotation/invoice shall be obtained from three local suppliers.<br />• Purchases from a sole source shall be explained in the purchase file.<br /><br />The purchase file shall contain all the documents pertaining to each transaction, i.e. the purchase requisition, quotations, contact information of suppliers purchase contracts or orders, invoices, delivery slips and any other pertinent documents.<br /><br />4.3 Purchases<br /><br />Employees making purchases as part of the project activity or organizational work shall follow these mechanisms:<br /><br />a. 3.1 Purpose<br /><br />NGO seeks to effectively manage the computer system for guiding the use, maintenance and security of the computer equipment. Employees are responsible for ensuring that the procedures and policies suggested here are followed.<br /><br />3.2 Use<br /><br />Using computer equipment requires particular care because of its fragility and high cost. Access to the equipment should thus be strictly reserved to NGO employees only. Those employees who are unable to handle commonly-used software will be given an orientation by the senior staff on request. At least one NGO employee will be trained in handling minor maintenance of computers and accessories at the office.<br /><br />3.3 Security<br /><br />a. In order to safeguard the computers against viruses, the external drives (CDs/DVDs/floppies/pen drives) that are at NGO office are only to be used. In the same way, no external drive from any source other than from sealed packets shall be used in the computers, unless it is first scanned with a latest anti-virus software.<br />b. In order to safeguard computers from viruses, antivirus software has been installed in the computers. The virus list for this program should be updated on a regular basis. It is the duty of the employee who has been assigned a computer to update the virus list on her / his computer.<br />c. There should be at least two backups of all important documents. One copy should be on the hard disk of the computer assigned to the concerned employee and a second copy on a CD/DVD kept in the office.<br />d. The computers of the NGO should normally be used by its employees. Consultants and volunteers should seek prior permission of NGO employee before using his/her computer in the office<br /><br />3.4 Saving documents in the Computers<br /><br />In order to streamline the procedure to save documents in the computers and to make it easier for people to find documents and make back-ups of important documents, each employee should have a c:/my documents directory in his/her computer. This directory should be broken down into sub-directories to facilitate retrieval of important documents. (3) Annual Performance Evaluation<br /><br />The annual performance evaluation is the analysis, based on documentation from previous stages of the process, of an employee’s work record. The evaluation addresses two fundamental questions. The first relates to the past and involves verifying what was accomplished qualitatively and quantitatively during the year. The second relates to the future and consists of identifying means to be considered to ensure the employee continues to grow and develop.<br /><br />The performance evaluation form should include all the sections needed for the evaluation. This includes a section relating to performance evaluation in relation to the objectives established at the outset and in relation to the responsibilities of the position, a section that specifies or targets what is needed for the employee’s development and finally a section allowing the employee and the evaluator to express their comments and affix their respective signatures. The form should also include a performance level classification and a definition of each of these levels.<br /><br />The annual performance evaluation does not have any financial impact on salaries. It is first and foremost a tool to evaluate the employee’s performance and take remedial action if necessary.<br /><br />1.12.3 Skill Training and Professional Development<br /><br />Depending on available funds, NGO should foster the professional development of its employees in order to be as effective as possible in its activities. The training programs chosen should address the actual needs identified and expressed during performance evaluation sessions.<br /><br />1.13 Bond<br /><br />As part of the staff and organizational development activities, NGO may at times decide to send a designated staff person for trainings and/or further studies both abroad as well as at local level. NGO will bear the full/partial costs of the trainings/studies for this. However, the designated staff sponsored for the trainings/studies is required to sign a bond with NGO that requires him/her to complete the full tenure of working with the organization.</div>

1.12.2 Elements of the Performance Evaluation System<br /><br />A performance evaluation system is composed of three main stages that generally take place over a period of a year:<br /><br />(1) Performance planning<br /><br />The performance planning stage enables employees and supervisors to come to an agreement on what is to be accomplished during the year and how it will be carried out. The following procedures and tools are used to facilitate this stage:<br /><br />a) Job description or list of duties<br /><br />Each employee must have an up-to-date job description defining the purpose of the work and the responsibilities involved.<br /><br />b) Setting of objectives<br /><br />For each key responsibility associated with a position, at least one objective should be established for a particular period. The objectives should be clear and quantifiable, and the assessment criteria should be mentioned.<br /><br />c) Individual action plan<br /><br />The individual action plan is a planning tool used to specify the steps to be taken to achieve the objectives set beforehand. The action plan should be prepared jointly with the immediate supervisor. It may also involve new initiatives facilitating improved productivity or personal capacity development.<br /><br />(2) Performance Monitoring and Management<br /><br />Staff performance and productivity should be managed on an on-going basis throughout the year. The following elements, among others, are involved:<br /><br />a) On-going Supervision<br /><br />This means taking the time to observe, examine sources of difficulty and seek solutions.<br /><br />b) Regular Communication<br /><br />This involves regular exchanges so that employees can receive feedback about their performance and receive the necessary supervision.<br /><br />c) Periodic Evaluation<br /><br />This involves formal, scheduled meetings between an employee and supervisor to discuss activities carried out, end results and the adjustment of the action plan and objectives, if necessary. A minimum of one meeting every six months is suggested to ensure satisfactory results.</div>

1.11.3 Grievances<br /><br />If an employee feels unfairly treated by circumstances that infringe on his/her rights or change his/her employment conditions, he/she should discuss the situation with his/her immediate supervisor. If, after the matter has been discussed and corrective measures taken, an employee feels it has not been satisfactorily settled, he/she can submit a grievance to the Executive Director, who will discuss and provide appropriate solution. All grievances shall be handled internally because there is no recourse to external mediation or arbitration.<br /><br />1.12 Performance Evaluation and Skill Training<br /><br />1.12.1 Performance Evaluation System<br /><br />The performance evaluation system is a means by which NGO can increase its efficiency and that of its employees. The purpose of the system is for the organization to fulfill its mission by attaining its objectives and for employees to grow and feel fulfilled through proactive performance supervision.<br /><br />The system enables, among other things, the harmonizing of individual employee objectives with those of the organization, the measuring of employee potential and work performance and the support of employee improvement by working with them on their development needs.<br /><br />The annual performance evaluation seeks specifically to:<br /><br />• promote communication between employees and their supervisors;<br />• clarify expectations concerning objectives and performance;<br />• improve employee performance through on-going monitoring and feedback;<br />• assess and reward individual performance;<br />• allow employees to express their career aspirations.<br /><br />The performance evaluation focuses on the individual employee in relation to the tasks and responsibilities assigned to him. It is not necessarily a comparison of one employee’s performance with that of another. Thus, the employee’s work performance is to be assessed in relation to absolute procedures, that is, according to the evaluator’s performance criteria and not according to relative procedures.<br /><br />The performance evaluation also allows NGO to assess the quality of human resources in their department or organization, note important information concerning expectations and needs and clarify decisions concerning transfers or work assignments.</div>
